Public Works
Most of anything that was constructed within the river valley was built by the hands of the public. Ziggurats were built in the center of every city and the people were fine performing this task as they believed the gods would help their crops if these were built. The public was also ordered to build city walls around every city state to keep rival armies from marching in and taking the area. Probably the most important of these works were the irrigation system used to bring water from the Tigris and Euphrates rivers to give the crops a more stable source of water as opposed to simply rainfall. Regardless of whether or not the civilians enjoyed constructing these structures and systems, they also served the purpose of keeping the people busy, especially during times of little farming, and prevented them from banding together and rebelling against the king.
